POSITION SUMMARY
The Human Resources Specialist supports all stages of the employee lifecycle while embodying the Agency’s core values of teamwork, collaboration, compassion, and accountability. This role supports, trains, and guides the Agency in personnel matters, oversees personnel operations, and cultivates employee engagement.

CORE COMPETENCIES OF POSITION DUTIES
Regulatory Compliance & Personnel Case Administration
- Administers and ensures compliance with applicable federal, state, and Agency regulations including ADA, FMLA, FOIA, OSHA, DBHDS, and related statutory requirements.
- Manages accommodation processes, leave determinations, grievance procedures, regulatory reporting, and record retention in accordance with established standards.
Employee Relations & Investigations
- Receives and addresses employee relations concerns, conducts workplace investigations, prepares findings, and supports resolution processes consistent with Agency policy and regulatory requirements.
Personnel Administration & Payroll Support
- Processes and maintains personnel actions and payroll-related documentation to ensure accuracy, timeliness, and compliance.
Recruitment & Onboarding
- Supports full-cycle recruitment and onboarding activities to ensure timely and compliant hiring practices.
Benefits & Leave Administration
- Administers benefits and leave programs in compliance with regulatory and Agency standards.
Reporting, Analytics & Audit Support
- Prepares and reviews required internal and external reports.
- Supports audit readiness and data integrity initiatives.
Training, Consultation & Organizational Support
- Supports employee engagement, training, and internal consultation activities aligned with Agency standards.
MARGINAL FUNCTIONS OF THE JOB
5% Performs related duties as required or deemed appropriate to the accomplishment of the responsibilities and functions related to this position or in support of departmental and agency goals.
SUPERVISION
Received: This position reports directly to the Human Resources Director.
Exercised: This position does not supervise.
NORMAL WORK SCHEDULE
This position maintains a regular in-office schedule of Monday – Friday, 8:00 AM – 4:30 PM; however, the schedule may be adjusted upon request of the incumbent or needs of the agency at the discretion of the supervisor or program director. As an FLSA exempt position, the position is not subject to overtime earnings according to the laws and regulations of both the Commonwealth of Virginia and United States.

Some travel may be required on occasion (up to 10%). A valid Virginia driver’s license or obtaining a Virginia driver’s license within 90 days and an acceptable driving record are required for this position.
EDUCATION, TRAINING, AND EXPERIENCE
Minimum Qualifications
- Associate’s degree; or
- High school diploma or GED with two years of administrative or customer service experience
Preferred Qualifications
For this position, competitive candidates will possess:
- Four years of experience in a Human Resources role, preferably within healthcare, behavioral health, or public health; or
- Two years of experience in a Human Resources role within a Community Services Board
Highly Preferred Qualifications
For this position, the most competitive candidates will possess:
- Bachelor’s degree in human resources, business administration, or related field and four years of progressively responsible Human Resources experience; or
- Four years of Human Resources experience within a Community Services Board
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge:
- Knowledge of human resources processes including onboarding, payroll support, personnel actions, records management, benefits administration, and HR systems.
- Knowledge of confidentiality standards, data privacy requirements, and documentation practices.
- Knowledge of reporting requirements and compliance obligations.
Skills:
- Skill in processing personnel actions, payroll-related documentation, onboarding activities, and HR transactions accurately and efficiently.
- Skill in personnel case management, documentation, and written communication.
- Skill in conducting or supporting workplace investigations.
- Skill in applying HR systems and data analysis tools.
Abilities:
- Ability to apply policy and procedure appropriately to fact patterns.
- Ability to manage deadlines and compliance timelines.
- Ability to provide guidance and consultative support.
- Ability to exercise discretion and sound judgment.
Physical Requirements
- Must be able to complete physical requirements of the job
- Prolonged periods sitting at a desk and working on a computer
- Must be able to lift up to 25 pounds at times.
SALARY: Starting at $50,265
